SUPA-LIGA RULES

Games are played using the FIFA International Futsal Laws of the Game (Full laws of the game). If rules deviate from the FIFA laws or are specific to Supa-Liga, they are listed below:

All teams must wear matching uniforms (Numbered jersey, matching shorts and matching socks), any player without correct equipment will be asked to leave the court and will not be allowed to return to play until the equipment is correct. If there is a uniform issue the manager on duty will have discretion.

In the MSL Cup and Women's League a player acting as a flying goalkeeper must wear exactly the same colour as the main goalkeeper’s shirt

All games to be played on the international size court from 13s upwards, and teams must have 4 players to start a match.

MSL and WL matches are 14min (stop-clock) halves and teams receive one time-out per half, with 3 minute half-time.

For the Supa-Liga B Cup, matches are 12min (stop-clock) halves and teams receive one time-out per game with 2 minute half-time.

Supa-Liga C and 20s matches are 17min (17:00 – 2:00, run of the clock, then final 2 minutes stop-the-clock) halves and teams receive one time-out per game, with 2 minutes for half-time.

For the 7s up to the16s, the matches are 17 min halves, run of the clock, with no time-outs and 2 minute half-time.

In the categories from the 20s upwards, the clock will be stopped with every goal, and restarted when play resumes. Each half will end with the sound of siren or horn blown by the time-keeper.

In the 7s to the 16s the referees whistle or the siren or horn will end the half and the match.

Final placings will be determined by points, then by goal difference, then goals scored, then goals against, then head to head results, then aggregated head to head score from throughout the season. Finals matches will include 2 x 5min extra-time (NOT GOLDEN GOAL), stop clock for MSL and Women's League. For 20SL, SLB, MSLC, 2 x 2 min extra time, stop clock and 2 x 2min run of the clock for 16s and below followed by best of 5 penalty shoot-out if required.

Promotion and relegation will not be part of the winter Cup competitions. For the Summer 2025/26 season the bottom team at the end of the MSL season will be relegated and the top team from the MSL2 will be promoted. The team that finishes 2nd bottom of the MSL will have a play-off match against the team that finishes 2nd in the MSL2.

Extended finals (also referred to as play-offs) may include double header finals where the teams will play each other twice in a home and away style situation depending on the size of the league. The first leg does not need to end with a winner as the score carries across into the 2nd leg. The aggregate score will determine the winner, if the teams are level on goals at the end of the 2 matches, extra-time and a penalty-shoot out will be used to determine the winner.

*The Futsal Supa-Liga structure and rules may change based on the requirement of specific competitions and in the best interests of the development of the game, clubs will be notified should such a situation arise.

REGISTRATIONS

Clubs must have a minimum of 7 registered players per team that they have. If a club has 4 teams, they must have a minimum of 28 players in the club registration.

Players must be on a team registration list to play.
-
A player can only be registered with one club across the Supa-Liga
-
Coaches must be registered (just like players) and specifically listed as Coach (C) in the clubs sheet.
-
There can only be 3 Coaches per game listed on a match card.
-
In the instance that an injured player is on the bench, they classify as Other (O).
-
A maximum of 4 positions can be filled on the Coaches/Other section on the match cards and each of them needs to be registered to that club as either a coach or player (if only one Coach then 3 Others can sit or 2 coaches, 2 others).

Anyone not listed on the match card will be directed to leave the bench area and move to the grand-stand.
Yellow cards that are given to a person who is on the bench but not playing in a game, listed as other (O), the yellow cards will count towards the 5 yellow card limit before a suspension occurs. Yellow cards that are given to a person on the bench listed as Coach (C), the yellow cards will count toward their 5 yellow card limit. -
Players who are born in 2010 or earlier are eligible for Youth (20s) and senior Men’s Supa-Liga, and 2011 for Youth (20s) and Women’s Supa-Liga. Players born in 2011 or later must be given an exemption to play in Men’s seniors, and 2012 for Women’s.

Any new registration has to be registered by 5pm on the Wednesday before a weekend of matches commences. The registration will be completed by Supa-Liga staff and a confirmation email sent back to the club email. The registration process is not complete, and the player eligible to play, until the confirmation email is received by the club.

MATCH ELIGIBILITY

Players who are on the “Key Player list” of their clubs MSL MVP votes (hereon in referred to as the “Key Player list”) players, in the previous season cannot play more than 1 match in the MSLC in the following season. They are only allowed to play the number of matches required for qualification for finals in the SLB, or 20SL (matches), and no more. There can only be one player from the Key Player list in any particular SLB, SLC, or 20SL game.
a) If a player is born in 2007 or later, and they were in the Key Player list, they will be exempt from the Key Player restrictions.
b) If a player transfers clubs, and they were in the Key Player list of their previous club, that player is then counted as an extra player on top of the Key Player list for their new club.
c) Goal-keepers who appear on the Key Player list are exempt from the restrictions if they play on the court in a lower category. Only if they play as the goal-keeper (at any point in the game, if they are the designated keeper) will the game count towards their limit.
4. If a club has 18 registered players/team and they want to register a new player, the club must remove another player, who cannot be re-added to that club during that season.
5. A player cannot play in more than 3 categories in one weekend. A player can play Supa-Liga, Supa-Liga B and Supa-Liga C, but they cannot then play Supa-Liga 20s in the same weekend, or more than 3 of the junior categories.
6. In the Supa-Liga (MSL only), teams must have 6 registered players on the team sheet who take the court of play in any given match. If a team has 5 or less players, the game will still go ahead, but the team will be deducted 1 season point for the occurrence, regardless of the result.
7. If a team has a game forfeited against them, clubs need to download this Excel version of the match card HERE and email it to futsalsupaliga@gmail.com within 10 days of the fixture, for the appearances to count for players involved.

FINALS ELIGIBILITY
-
A player is deemed to have played a whole game, if they step onto the court at any time during a game. Their appearance on the court should be noted by a “P” for played on the match sheet by the match scorer.

A player must play 20% of league games in their main category to be eligible for finals (including playoffs).

A player who qualifies for the finals in their main category, is then also eligible for the finals of all of the categories above, as long as age eligibility (1 category up in juniors, and year of birth restrictions for seniors) criteria is met. So a player who qualifies for the 7SL finals, can also play in finals for their club in the 9SL if needed.

A player who qualifies for the 15s finals, is eligible for the 15s, 20s, and senior categories finals, if they are born in 2009 or earlier, based on qualifying for the 15s finals. A player who qualifies for the Supa-Liga C or Supa-Liga B finals, is eligible to be called up to play in the MSL or WSL finals, based on their qualification through the lower division. This does not work in the opposite direction.

Providing they have played in 20% of league matches in that division during the regular season 1 player who is on the Key Player list for a club is allowed to play in the Supa-Liga B finals.
INFRINGEMENTS AND SANCTIONS

If a club (in the top division) does not have 6 eligible players on the team sheet for a match, who take part in the match by being marked as played “P” on the match sheet, the club will receive a 1 point season deduction for that team, regardless of the result.

If a team forfeits a match the forfeit fee is a $300 for seniors and $200 for juniors, a 3-0 loss, and a deduction of 1 season point for the first instance, then an extra point for each additional instance.

If a player plays in more than 3 matches on a given weekend, whichever was the last match that they played in, will be issued as a forfeit and 3-0 win to the opposition.

If a team is unable to field a side with eligible players, players who are correctly noted on their match card prior to kick-off, or, are not ready to commence the match10 minutes after the expected time of the kick-off, the match can still go ahead, but the offending side will forfeit the match with a result of 3-0 and will be required to pay the forfeit fee and will lose season points.

If a team is found to have played an ineligible player retroactively, the match result will be recorded as a 3-0 victory for the opposition, and the offending club will be required to pay the forfeit fee. If there is a second occurrence, the offending team will be issued with a 1 point deduction on top of having the result recorded as a 3-0 loss and paying the forfeit fee.

If a team is not ready to kick-off on time, the first occurrence will see the club issued with a warning. If that team is again not ready to kick-off on time, that team will receive a 1 point season deduction. Any further breaches will see the points deduction increase by one point for each infringement (ie 2nd infringement – 1 point deduction, 3rd time – 2 point deduction).

If a team is unable to complete a match (forfeit before or during) more than once during a season, from the second occurrence they will receive a 1 point deduction. Any further breaches will see the points deduction increase by one point for each infringement (ie 2nd infringement – 1 point deduction, 3rd time – 2 point deduction).

If a coach receives a yellow card it goes towards their COACH yellow card count. If a person listed as Other (O) receives a yellow card, it goes toward their PLAYER yellow card count, but doesn’t count as an appearance in the category.

Across the course of the Winter 2025 season, a PLAYER who accumulates 5 yellow cards will receive an automatic 1 round ban. The ban will apply for the specific category they were playing in for the majority of the yellow cards (if even ie 2/2, then it will be the higher of the categories that they are suspended for). If the same player accumulates another 5 yellow cards in the same season, they will receive a 2 round ban.

Across the course of the Winter 2025 season, a COACH who accumulates 5 yellow cards will receive an automatic 1 round ban for the following round as a coach for all categories. If the same coach accumulates another 5 yellow cards as a coach in the same season, they will receive a 2 round ban.

Bans will carry across into Finals, but the yellow cards are reset at the start of finals. If a player receives their 5th yellow card in the last regular fixture, they will be suspended for the first finals match. If a player receives their 10th yellow card in the last regular fixture, they will be suspended for the first 2 finals matches. If a player is on 2 yellow cards after the last fixture, any yellow card they receive in the first finals match is not the 3rd, but the 1st.

A player or Coach who receives 2 yellow cards in a match and therefore a red, will be banned for the remaining fixtures of the round in question, and an automatic 1 round suspension for the specific category in which the red card was received. The referee will report the incident to management and if a further ban is necessary, this will be communicated to the club.

Referees’ decisions regarding the sending off of a player, or the decisions of the panel regarding the length of a suspension can be appealed. In order to lodge an appeal, a $100 deposit needs to be paid to the Supa-Liga account (Futsal WA: BSB: 066 161 Acc: 1076 7961) and an email sent to announce the appeal and follow the directions set forth in the initial suspension email. An appeal application must be emailed within 72 hours of the incident. The $100 will be refunded to the club if the appeal is upheld.

Any disciplinary or other team issues will see teams notified by official email from futsalsupaliga.coordinator@gmail.com, and will be sent to the email addresses that are given on the team registration.

Any player who is not financial with a club and then attempts to move to another club, must finalise their fees with the previous club before they will be registered by the Supa-Liga. Any dispute will be mediated by Supa-Liga Management, with all decisions to be final, with no grounds for appeal.

If a club does not meet its payment schedule, they will be given a written warning and docked season points for each team within their club.
