SUPA-LIGA RULES 

  1. Games are played using the FIFA International Futsal Laws of the Game (Full laws of the game). If rules deviate from the FIFA laws or are specific to Supa-Liga, they are listed below:

  2. All teams must wear matching uniforms (Numbered jersey, matching shorts and matching socks), any player without correct equipment will be asked to leave the court and will not be allowed to return to play until the equipment is correct. If there is a uniform issue the manager on duty will have discretion.

  3. All games to be played on the international size court from 17s upwards, and teams must have 4 players to start a match.

  4. Supa-Liga matches are 20min (20:00 – 2:00, run of the clock, then final 2 minutes stop-the-clock) halves and teams receive one time-out per half, with 2 minute half-time.

  5. For the Supa-Liga B, C and 20s, matches are 17min (17:00 – 2:00, run of the clock, then final 2 minutes stop-the-clock) halves and teams receive one time-out per game, with 1 minute for half-time.

  6. For the 7s, 9s, 11s, 13s and 15s, the matches are 16 min halves run of the clock, with no time-outs and 1 minute half-time.

  7. In the MSL, WSL, SLB, SLC and 20s, the clock will be stopped with every goal, and restarted when play resumes. Each half will end with the sound of an airhorn blown by the time-keeper.

  8. In the 7s, 9s, 11s, 13s and 15s the referees whistle will end the half and the match.

  9. Final placings will be determined by points, then by goal difference, then goals scored, then goals against, then head to head results, then aggregated head to head score from throughout the season. Finals matches will include 2 x 2min Golden goal extra-time (stop clock for 20s and upwards, run of the clock for 15s and lower) and best of 5 penalty shoot-out if required.

  10. The bottom team at the end of the Supa-Liga season will be relegated if the top team in the division below is eligible for and seeking promotion. If the team that finishes top of the division below is not seeking and eligible for promotion, the second placed team will be offered a play-off match against the bottom team from the division above.

  11. Extended finals may include double header finals where the teams will play each other twice in a home and away style situation or Quarter-Finals depending on the size of the league. The first leg does not need to end with a winner as the score carries across into the 2nd leg. The aggregate score will determine the winner, if the teams are level on goals at the end of the 2 matches, extra-time and a penalty-shoot out will be used to determine the winner.

  12. The Futsal Supa-Liga structure and rules may change based on the requirement of specific competitions and in the best interests of the development of the game, clubs will be notified should such a situation arise.

    PLAYER REGISTRATIONS

     

  13. Clubs must have a minimum of 7 registered players per team that they have. If a club has 4 teams, they must have a minimum of 28 players in the club registration.

  14. Players must be on a team registration list to play, as either MSL (Men's Supa-Liga), WSL (Women's Supa-Liga) or JSL (Junior Supa-Liga), if born in 2005 or later.

  15. A player can only be registered with one club across the Supa-Liga

  16. Players who are born in 2008 or earlier are eligible for youth and senior Men’s Supa-Liga, and 2009 for youth and Women’s Supa-Liga. Players born in 2009 or later must be given an exemption to play in Men’s seniors, and 2010 for Women’s.

  17. For players not registered on the initial registration form, a club representative must fill out a the Individual Player Registration form: https://forms.gle/uFZBVxpngjzPH8hp8 

  18. Any new registration has to be registered by 12pm on the Friday before a weekend of league matches commences. The registration will be completed by Supa-Liga staff and a confirmation email sent back. The registration process is not complete, and the player eligible to play, until the confirmation email is received by the team manager/coach.

MATCH ELIGIBILITY

  1. MSL and WSL registered players can play in a maximum of 30 league matches in the Summer 2023/24 season across all categories. Players who are registered as JSL have an unlimited number of appearances.

  2. Players who have finished in the top 6 of their clubs MSL or WSL MVP votes (hereon in referred to as the “Top 6 list”), in the previous season cannot play more than 15% matches in the MSLC or WSLC in the following season. They are only allowed to play the number of matches required for qualification for finals in the MSLB or WSLB ( matches), and no more. There can only be one Top 6 list player in a particular MSLB, MSLC, WSLB or WSLC game. View the Top 6 List here: https://www.futsalsupaliga.com.au/top6

    1. If a player is born in 2005 or later, and they feature in the Top 6 list of the MSL or WSL votes, they will not have the restrictions placed on them of the top 6. The club will have one less player on their Top 6 list if this is the case.

    2. If a player transfers clubs, and they were in the top 6 of their previous club, that player is then counted as an extra player on top of the top 6 list, and is a seventh player with restrictions for that club, while the other club then only has five players on their Top 6 list. It is up to the clubs to keep track of games played.

    3. Goal-keepers who appear on the Top 6 list are exempt from the limitations if they play on the court in a lower category. Only if they play as the goal-keeper (at any point in the game, if they are the designated keeper) will the game count towards their limit.

  3. If a club has 18 registered players/team and they want to register a new player, the club must remove another player, who cannot be re-added to that club during that season.

  4. A player cannot play in more than 3 categories in one weekend. A player can play Supa-Liga, Supa-Liga B and Supa-Liga C, but they cannot then play Supa-Liga 20s in the same weekend, or more than 3 of the junior categories.

  5. In the Supa-Liga (top division only), teams must have 6 registered players on the team sheet who take the court of play in any given match. If a team has 5 or less players, the game will still go ahead, but the team will be deducted 1 season point for the occurrence, regardless of the result.

  6. If a team has a game forfeited against them, clubs need to download this Excel version of the match card and email it to futsalsupaliga@gmail.com within 10 days of the fixture, for the appearances to count for players involved.

  7. The MSL will have one round of fixtures (15 games) before splitting in half, into 2x 8 team mini leagues. All statistics, (Games Played, W, D, L, GF, GA, GD) will carry over into the 8 team second section of the season, with finals and relegation places to be determined using the overall statistics in the lower category, and finals to be determined in the higher category. These teams will then play each other (7 games) before a top 4 finals will be played for both sections. The bottom 8 teams will not have prize-money or trophies/medals to play for in their playoff matches.

FINALS ELIGIBILITY

  1. A player is deemed to have played a whole game, if they step onto the court at any time during a game. Their appearance on the court should be noted by a “P” for played on the match sheet by the match scorer.

  2. A player must play 30% of league games in a category to be eligible for finals except for - a player who is eligible for the 15s/17s/20s finals. Players who have qualified for finals in one of those categories can also be called up to the Senior Supa-Liga finals for their club, even if they haven't played 30% in the Supa-Liga, SLB or SLC matches.

  3. Providing they have played in 30% of league matches in that division during the regular season 1 player who is on the Top 6 list for a club is allowed to play in the Supa-Liga B finals.


INFRINGEMENTS AND SANCTIONS

  1. The FIFA disciplinary code is used as a guide to infringements and sanctions and is available at https://resources.fifa.com/image/upload/fifa-disciplinary-code-500275.pdf?cloudid=koyeb3cvhxnwy9yz4aa6.

  2. If a club (in the top division) does not have 6 eligible players on the team sheet for a match, who take part in the match by being marked as played “P” on the match sheet, the club will receive a 1 point season deduction for that team, regardless of the result.

  3. If a team forfeits a match the forfeit fee is a $300 for seniors and $200 for juniors,  a 3-0 loss, and a deduction of 1 season point for the first instance, then an extra point for each additional instance.

  4. If a player plays in more than 3 matches on a given weekend, whichever was the last match that they played in, will be issued as a forfeit and 3-0 win to the opposition.

  5. If a team is unable to field a side with eligible players, players who are correctly noted on their match card prior to kick-off, or, are not ready to commence the match 10 minutes after the expected time of the kick-off, the match can still go ahead, but the offending side will forfeit the match with a result of 3-0 and will be required to pay the forfeit fee and will lose season points.

  6. If a team is found to have played an ineligible player retroactively, the match result will be recorded as a 3-0 victory for the opposition, and the offending club will be required to pay the forfeit fee. If there is a second occurrence, the offending team will be issued with a 1 point deduction on top of having the result recorded as a 3-0 loss and paying the forfeit fee.

  7. If a team is not ready to kick-off on time, the first occurrence will see the club issued with a warning. If that team is again not ready to kick-off on time, that team will receive a 1 point season deduction. Any further breaches will see the points deduction increase by one point for each infringement (ie 2nd infringement – 1 point deduction, 3rd time – 2 point deduction).

  8. If a team is unable to complete a match (forfeit before or during) more than once during a season, from the second occurrence they will receive a 1 point deduction. Any further breaches will see the points deduction increase by one point for each infringement (ie 2nd infringement – 1 point deduction, 3rd time – 2 point deduction).

  9. Across the course of the summer season, a player who accumulates 5 yellow cards will receive an automatic 1 round ban. The ban will apply for the rest of the Round in question (All categories) and then the specific category they were playing in for the majority of the yellow cards (if even ie 2/2, then it will be the higher of the categories that they are suspended for). If the same player accumulates another 5 yellow cards in the same season, they will receive a 2 round ban.

  10. Bans will carry across into Finals, but the yellow cards are reset at the start of finals. If a player receives their 5th yellow card in the last regular fixture, they will be suspended for the first finals match. If a player receives their 10th yellow card in the last regular fixture, they will be suspended for the first 2 finals matches. If a player is on 2 yellow cards after the last fixture, any yellow card they receive in the first finals match is not the 3rd, but the 1st.

  11. A player who receives 2 yellow cards in a match and therefore a red, will be banned for the remaining fixtures of the round in question, and an automatic 1 round suspension for the specific category in which the red card was received. The referee will report the incident to management and if a further ban is necessary, this will be communicated to the club.

  12. Referees’ decisions regarding the sending off of a player, or the decisions of the panel regarding the length of a suspension can be appealed. In order to lodge an appeal, a $100 deposit needs to be paid to the Supa-Liga account and an email sent to announce the appeal and follow the directions set forth in the initial suspension email. An appeal application must be emailed within 72 hours of the incident. The $100 will be refunded to the club if the appeal is upheld.

  13. Any disciplinary or other team issues will see teams notified by official email from futsalsupaliga@gmail.com, and will be sent to the email addresses that are given on the team registration.

  14. Any player who is not financial with a club and then attempts to move to another club, must finalise their fees with the previous club before they will be registered by the Supa-Liga. Any dispute will be mediated by Supa-Liga Management, with all decisions to be final, with no grounds for appeal.

  15. If a club does not meet its payment schedule, they will be given a written warning and docked season points for each team within their club.

TRANSFER POLICY 

The transfer policy encompasses all the Supa-Liga competitions

 

​1.     Players can change clubs during the close season without hindrance, however, in order to be registered by a new club (before or during a season), individual players must be financial with their previous club.
2.     For the purposes of this policy, “club A” will refer to the club the player is leaving, and “club B” to the club that they wish to join.
3.     The Captain/Coach/administrator of club A must agree to the transfer, for a free transfer to occur.
4.     Club B must pay an agreed upon transfer fee (agreed upon by the Captain/Coaches/administrator) capped at $150 to Club A.
5.     The Captain/Coach/administrator of Club B must inform the Supa-Liga via email (futsalsupaliga@gmail.com) that this has occurred and complete the player transfer request form: https://forms.gle/a1F2NrHw7sqehe7MA .
6.      The transfer request form has to be completed by 12pm on the Wednesday before a weekend of league matches commences for that player to be eligible to play that weekend.
7.   The player will be de-registered for Club A and registered for Club B and both parties will be emailed to confirm a successful transfer.
8.     If Club B doesn’t have a spare position on their team registration, they must de-register a player, or cancel the transfer.
9.     If a transfer will cause a violation of the Supa-Liga Rules, then the transfer will be cancelled, and the player will remain with club A.
10.   In the event of a disputed transfer or where the fee cannot be agreed, the Supa-Liga Manager will correspond with the parties involved and seek as much information as possible before making a final ruling. This ruling is not subject to appeal.

11.    The transfer window for the Summer 2023/24 season begins on Friday 13/10/2023 at 5pm WST and concludes on Monday 29/01/2024 at 5pm WST.
